The use of metadata by PayPal to block certain platforms is not yet part of PayPal's timeline. A current project on github address a problem Paypal poses for Linux users with Apple hardware: "PayPal blocks Linux users with a GPU renderer containing "Apple M1". Yes, really."
It's not unusual to run Linux Apple machines, I did 20 years ago when the machines were barely fast enough. There has always been some lag in the adaptation of Linux to a new Apple cpu, but eventually a group began work on making Linux possible on the M series of Apple cpu.
For unknown reasons, if you try to use PayPal with one of those M1 machines running Linux, it will fail. Experiments have shown that if you're clever enough to change your browser to claim it's user agent is "Safari on Mac OS X" you can now use PayPal.
